Add VS Code Agents to Copilot usage metrics

GitHub expands Copilot usage metrics to track activity within the dedicated VS Code Agents window. Enterprise and organization reports now include daily active user counts, session totals, and per-user engagement indicators. These optional fields help administrators measure adoption trends and team usage patterns for the agent interface, separate from editor-window mode.
