Auto-resolution and analysis updates in Copilot code review

GitHub Copilot code review now auto-resolves comments when developers push addressing commits and generates smart commit messages for applied suggestions. The service also uses shell tools for deeper validation and employs an agent ensemble for Lite reviews to improve accuracy and reduce noise.
