Content exclusions generally available in Copilot app and CLI

GitHub Copilot’s app and CLI now honor content‑exclusion policies set by enterprise, organization, and repo admins, preventing excluded files from being used as context in AI‑generated suggestions. The feature is generally available for Copilot Business and Enterprise customers.
