Introducing Scheduled Upgrades in ClickHouse Managed Postgres

ClickHouse Managed Postgres adds a feature allowing users to define maintenance windows for platform upgrades. Developers can now select a two-hour UTC block, or specific days on Enterprise plans, to minimize disruption during patching. The change applies to system updates and minor version bumps, excluding user-initiated changes and urgent capacity scaling.
