Kotlin Toolchain 0.12: Multiplatform Library Publishing, Wasm Apps, and More

Kotlin Toolchain 0.12 ships multiplatform library publishing and a preview of Wasm application support. The release enables developers to publish artifacts for JVM, Android, iOS, and WebAssembly targets with unified configuration. It also adds command-line Compose Hot Reload and reduces Maven Central file counts to comply with new Sonatype quotas.
