Kubernetes v1.37: Introducing Node Lifecycle Conditions

Kubernetes v1.37 reserves five well-known Node condition types for lifecycle states like draining and maintenance. The Alpha NodeLifecycleConditions feature gate is disabled by default and currently acts as a no-op, with no core components reading these conditions yet. Future releases will add controllers to consume this data.
