Kubernetes v1.37: Scheduler Preemption for In-Place Pod Resize (Alpha)

Kubernetes v1.37 introduces alpha support for scheduler preemption during in-place pod resizing. This feature resolves the deferred status issue by allowing the scheduler to preempt lower-priority workloads when a node lacks capacity for a resize request.
