Manage the code coverage ruleset condition with the REST API

GitHub adds a publicly documented REST API to create, update, and read the Restrict code coverage ruleset, enabling automated enforcement of minimum coverage or drop limits. The feature works on GitHub Enterprise Cloud and Team plans with Code Quality enabled, but is not available on Enterprise Server.
