Set an expiration date for individual user budgets

GitHub now lets admins set optional expiration dates on individual user budgets, automatically removing them on the specified date. The change is generally available for Copilot Business and Enterprise plans and works via the Budgets REST API or billing settings, reducing manual cleanup at scale. Existing budgets without expiration remain unchanged.
