Swift 6.4 Released

Swift 6.4 makes Swift Build the default for cross-platform consistency and stabilizes the Subprocess library for program interaction. The release adds direct bridging between Swift Span and C++20 std::span, extends Java interoperability, and improves WebAssembly performance. Developers also gain source-level warning controls and simplified syntax for optional existential types.
