Unifying governance across engines and catalogs in the Open Lakehouse

Iceberg REST Catalog adds read restrictions and catalog labels, enabling delegated enforcement and portable governance contexts across engines. Databricks demonstrates centralized enforcement via Unity Catalog, while the spec lets trusted engines apply row and column filters themselves. Adoption will require engine support.
