Vercel Sandbox is now available in all regions

Vercel Sandbox expands from four to all 20 compute regions, letting developers run sandboxes nearer to databases and comply with data residency. The SDK and CLI now accept a region and failover list, with iad1 as default. Existing sandboxes stay in their original regions.
